It’s easier. Split a group into two camps – the good, and the not-as-good. Then split the members of those into the same two groups. And so on.
When you trade one thing off against another, it is easy to do the ranking game. When you artificially impose a ranking system, you create a degree of confusion. If you make it black and white (binary) then it becomes very clear. If you have four requirements, split them into two camps and trade them. Then take the “2” options from each group them and trade them off against each other. Two steps and you have a 1,2,3,4 grading, all done using a simple binary “go-no go” approach.
That is the essence of a rating system. Something is greater than something else. It is not about microscopic granularity being imposed from the outset. It’s about microscopic granularity evolving from a very simple set of rules.

Requests are documented and then they undergo a scoping decision by the software development/PM/BA team to decide whether or not a request will be included in a current release focus or if it should be backlogged. Once that decision is made, requirements are further scrutinized to determine if they are needed to attain minimum viable product or simply a “nice to have.” Additionally, we consider edge case and use case scenarios when assigning priority. The outcome is usually a focus on requirements that are a directly solution related.
